A working Group in the priority initiative “Digital Information” of the German Alliance of Science Organisations has recently launched a position paper on Open Access. The paper aims shaping the underlying conditions for the transition of the current subscription based journal market to Open Access. This includes the determination of basic principles such as market transperency and sustainability. Moreover, many concrete reqirements on publishers are formulated by the science organisations addressing issues of article processing charges, billing and accounting, metadata, and licences.
