The buffer provided is generous and includes an additional 10% gratis article allocation. Above the cap the risk is borne by institutions although the publisher intends this to be a “no article left behind” agreement.

Impact on overall OA transition globally is small. Cost and operation is sustainable although in future an agreement based purely on publishing services rendered, transparently priced would be preferable rather than one based on historic print spend.

Overall we would say that, in the absence of a significant change in researcher publishing behavior, this is the best agreement we could get from T&F.
