RISK SHARING

How do entitlements for open access publishing correlate to the anticipated article output? Which mechanisms for risk sharing have been agreed in cases of exceeding or not reaching the number of OA publishing entitlements?

65% of the total license fees are converted to support OA publishing in the form of tokens (credits). The number of tokens is expected to cover the annual research output of the participating institutions. Unused tokens can be rolled over to future years, and if there are not enough tokens in the pool in a given year, tokens from future years can be used under certain conditions.

OVERALL ASSESSMENT AND COMMENTS The 2025-2028 Framework Agreement builds on the model developed in 2020, maintaining access to the full portfolio and open access publishing in hybrid Nature Research journals. At the same time, the new Framework Agreement includes improvements to the internal cost allocation model by shifting away from historical subscription fees to a more balanced and differentiated model based on publication output and institutional type, together with refined contractual terms.
