OVERALL ASSESSMENT AND COMMENTS This is a significant agreement that includes seven of the largest research institutions in the United States. The agreement is sustainable with cost neutral pricing and minimal work required by libraries but it is too early to assess the full impact. In the future it would be desirable to include fully open journals.
