OVERALL ASSESSMENT AND COMMENTS | This agreement is a shift from UC’s previous agreement with Portland Press, in that the previous agreement used UC’s multipayer model, in which the library covered the first $1000 of every article, then authors were asked to pay the remainder from research funds if they had them available for that purpose; the library would pay the remainder if the author did not have research funds available.
Because Portland Press has shifted to a primarily subscribe-to-open model, they have removed the functionality to charge a fee to authors from their workflow, making the multipayer model impossible to implement. As such, this one-year contract serves as a bridge agreement: UC authors have their publication fees fully covered for this year with minimal change to the financial picture for the libraries, while UC and Portland Press determine what a future longer-term agreement looks like. Portland Press was a constructive partner in building this interim solution, but true sustainability will be determined by the outcome of this year’s negotiation. |
