OVERALL ASSESSMENT AND COMMENTS
This cost-neutral agreement covers unlimited open access publishing as well as reading access (including perpetual rights to years subscribed) to OUP’s full journal collection of more than 500 titles. Negotiated license terms are robust for the reading component of the agreement. The publisher’s areas for future improvement include (1) offering CC BY by default for all the journals it publishes, and (2) ensuring that authors retain copyright for all OA articles they publish in all OUP journals. As OUP increases the proportion of open access content in its hybrid journals, it will be critical for the publisher to adjust participating institutions’ pricing thoughtfully, transparently, and equitably over time.
