Approximate range of annual corresponding author publications
How do the costs of the agreement relate to previous subscription-only agreements with the publisher?
|Agreement costs within the range of the previous spending level|
Transfomative agreements vary by their transformative mechanisms, meaning the way in which financing is shifted from the subscription side to open access publishing. What are the characteristics of this agreement to this regard?
|Subscriptions partly converted to OA publishing fees|
How do entitlements for open access publishing correlate to the anticipated article output? Which mechanisms for risk sharing have been agreed in cases of exceeding or not reaching the number of OA publishing entitlements?
|No risk sharing related to OA is included. Agreed number of prepaid fixed OA APCs is far lower than expected output. When number is exceeded, further articles won’t be OA, unless extra budget is added to the deposit.|
Are all journals relevant to your affiliated authors (in which you expect them to publish) eligible for OA publishing under the agreement?
|Are fully open access journals covered by the agreement?||Yes|
|OA LICENSE||License not specified in the agreement, but all articles so far have been published under CC-BY (this needs to be incorporated in future agreements)|
||There are no article types specified|
What is the approximate share of access related costs of the overall agreement?
|More than 50%|
|Comments on access costs||Approximately 5% of the agreement value is transferred to OA deposit account.|
Are all read relevant journals covered by the agreement?
|PERPETUAL ACCESS RIGHTS||Partly (e.g. to core journals only)|
|Comments on workflows||IEEE is using RightsLink and this is really convenient|
|OVERALL ASSESSMENT AND COMMENTS||Pilot test of IEEE in a smaller country, and the first transformative agreement for CzechELib. Workflow looks good, however the number articles which could be converted is really very low – so limited impact on overall transition, but positive effect on testing the workflow of centralized consortial transformation/OA agreements.
The publishing output of Czech Rep. at IEEE is not so huge, so even if all articles would be managed this way, it will be sustainable. If more publishers would RightsLink, this would make management easy (one person could manage more publishers). The workflow seems reasonably managable for publishers where the numbers of articles per year are not in higher hundreds or thousands.
