OVERALL ASSESSMENT AND COMMENTS Prior to this agreement, there was an enormous gap between our subscription spending and the value of our open access publishing. There is still a sizeable gap, but the initial year makes considerable progress to bringing the publication value towards to the amount we spend. In the long term, more will need to be done to close the gap. The inflationary reductions should move the balance further in the right direction, but not on a timeline (i.e. several decades) that is satisfactory.
