JUSTICE is an opt-in consortium, and the contracting parties are each university. The successful conclusion of the TA proposal, which was not at the national or consortium level, created the groundwork for the OA publishing model contract, which had been considered a library issue within the university, to be addressed as a university-wide issue, including the university executive and research promotion departments. |
