OVERALL ASSESSMENT AND COMMENTS

This agreement will cover 1/3 of total research output of corresponding authors from Qatar. It is too early to estimate its sustainability. Under/over publishing would need to be addressed in the future agreement. This agreement is better than the subscription agreement we had in place.

Subscription-based Cell and Lancet titles were not included in the previous subscription agreement, therefore these titles are not included in this agreement.

This agreement is silent on the confidentiality. We have a written permission from Elsevier to make it publicly available.
