Comments on workflows Upon acceptance, authors are notified in the ScholarOne platform about the option to publish open access, after which an institution-specific open access payment form is presented to the author. The payment form reflects the “multipayer” workflow common across UC’s agreements, under which all authors receive an automatic $1000 contribution from the UC libraries; authors with grant funds available for publication are asked to pay the remaining APC, while authors without such funds may request full coverage.
OVERALL ASSESSMENT AND COMMENTS This agreement is a continuation of UC’s agreement with Canadian Science Publishing, and has become part of a large suite of agreements between CSP and various global partners.

The agreement continues to instantiate UC’s “multipayer model,” allowing UC corresponding authors to publish an unlimited number of research articles immediately open access, incorporating grant funding where possible. Under the agreement, the UC libraries will automatically pay the first $1,000 of the open access fee, or article processing charge (APC), for all UC authors who choose to publish in a CSP journal. Authors are asked to pay the remainder if they have research funds available to do so. Authors who do not have research funds available can request full funding of the APC from the libraries, ensuring that lack of research funds does not present a barrier for UC authors who wish to publish open access in CSP journals.

By combining funding from the libraries with authors’ grant funds, this cost sharing model, along with the cost controls in the agreement, provides a model for how institutions that produce a significant amount of grant-funded research can create a sustainable and inclusive path to full open access.
