FINANCIAL SHIFT

Transformative agreements vary by their transformative mechanisms, meaning the way in which financing is shifted from the subscription side to open access publishing. What are the characteristics of this agreement to this regard?

Subscriptions partly converted to OA publishing fees
RISK SHARING

How do entitlements for open access publishing correlate to the anticipated article output? Which mechanisms for risk sharing have been agreed in cases of exceeding or not reaching the number of OA publishing entitlements?

There is an article cap in place, but projected number of articles for 2024-2025 is below article cap (minimal risk for exceeding article allowance, however additional articles will be invoiced in addition to annual fee)

ACCESS COSTS

What is the approximate share of access related costs of the overall agreement?

More than 50%
Comments on access costs This relates to the publisher’s cost structure. Due to the internal redistribution of cost within the consortium, the relation between access cost and publishing cost is different for each participating institution.
ACCESS COVERAGE

Are all read relevant journals covered by the agreement?

Yes
PERPETUAL ACCESS RIGHTS Partly (e.g. to core journals only)
WORKFLOW ASSESSMENT Deficient
Comments on workflows Publisher’s process of matching author’s eligible articles is in need of improvement / unsatisfactory. Consequently, in the past contract term a large amount of eligible articles have not been published OA in the first instance and needed to be converted to OA retroactively in a manual process. Publisher has indicated willingness to improve the author workflows.
OVERALL ASSESSMENT AND COMMENTS Apart from the total price and the total number of articles included under the deal, the consortium is free to find its own model for internal redistribution of cost. Internal redistribution is based on publishing output of each participating institution in the previous year.
