How do entitlements for open access publishing correlate to the anticipated article output? Which mechanisms for risk sharing have been agreed in cases of exceeding or not reaching the number of OA publishing entitlements?

Open access publishing entitlement is calculated out of annual fee. The entitlement is higher than the anticipated output (a cap of 13 articles per year). Should the entitlement be exceeded, additional articles will be invoiced additionally to a fixed price.
