COSTS

How do the costs of the agreement relate to previous subscription-only agreements with the publisher?

Cost increase
Comments on cost development Read is still the major component from the cost perspective, and we are concerned that this renewal has not made significant progress towards the goal of transformation
FINANCIAL SHIFT

Transformative agreements vary by their transformative mechanisms, meaning the way in which financing is shifted from the subscription side to open access publishing. What are the characteristics of this agreement to this regard?

Subscriptions partly converted to OA publishing fees
RISK SHARING

How do entitlements for open access publishing correlate to the anticipated article output? Which mechanisms for risk sharing have been agreed in cases of exceeding or not reaching the number of OA publishing entitlements?

A lump sum of entitlements is given for the 3-year contract. This is more flexible than a fixed entitlement quota for each year within the 3-year contract.
OA COVERAGE

Are all journals relevant to your affiliated authors (in which you expect them to publish) eligible for OA publishing under the agreement?

Yes
Are fully open access journals covered by the agreement? Yes
OA LICENSE CC-BY mandatory
ARTICLE TYPES
Original research articles
Review articles
Letters
ACCESS COSTS

What is the approximate share of access related costs of the overall agreement?

More than 50%
Comments on access costs HKBU was also a member of the JULAC subscription-based consortium which was expired at the end of 2023. However JULAC is unable to reach a TA with ACS and HKBU stays in the JULAC subscription-based consortium for another 5 years. Our Publish Addendum here is only 3-year long because we want to retain the flexibility if another alternative can be in place after 3 years.
ACCESS COVERAGE

Are all read relevant journals covered by the agreement?

Yes
PERPETUAL ACCESS RIGHTS Yes
WORKFLOW ASSESSMENT Ok
Comments on workflows The workflow is relatively smooth and we have other TAs which also adopt the same platform (RightsLink)
OVERALL ASSESSMENT AND COMMENTS In this renewal, the APC per article increases significantly; at the same time, the cost of “Read” portion (the subscription-based consortium) also goes up but at a lower rate comparing with the last consortium contract. We do not consider this is an ideal outcome but our faculty members were very pleased with the first TA with ACS.
