RISK SHARING
How do entitlements for open access publishing correlate to the anticipated article output? Which mechanisms for risk sharing have been agreed in cases of exceeding or not reaching the number of OA publishing entitlements? |
No risk sharing related to OA is included. Agreed number of prepaid fixed OA APCs is far lower than expected output. When number is exceeded, further articles won’t be OA, unless extra budget is added to the deposit. |

OVERALL ASSESSMENT AND COMMENTS | Pilot test of IEEE in a smaller country, and the first transformative agreement for CzechELib. Workflow looks good, however the number articles which could be converted is really very low – so limited impact on overall transition, but positive effect on testing the workflow of centralized consortial transformation/OA agreements. The publishing output of Czech Rep. at IEEE is not so huge, so even if all articles would be managed this way, it will be sustainable. If more publishers would RightsLink, this would make management easy (one person could manage more publishers). The workflow seems reasonably managable for publishers where the numbers of articles per year are not in higher hundreds or thousands. |
