OVERALL ASSESSMENT AND COMMENTS

The agreement achieves 1) a vast increase in OA publications, 2) control over expenditure for publishing, 3) paying for publishing, rather than reading, and 4) a great ease of the administrative burden on researchers.

The projected article output for the new agreement term has been adjusted because the article output was overestimated in the first Springer Compact agreement. The publisher has agreed to include a “courtesy credit” in the new agreement which only partially compensate (21%) the over payment.

The agreement text negotiation was very time consuming (over one year).
