No practical fixed OA publishing entitlements. Instead, the total cost, including library support for OA publishing, and author contributions from grants where available, is set at a level based in part on the previous year’s total spend, including a limited portion of previous APC spend. This spend can fluctuate somewhat in response to author behavior within the agreement, but with the range of our reasonable expected outcomes, this fluctuation would not cause the library to need to pay more than in previous agreements.

Comments on workflows Author workflow for the multipayer model, by which authors are asked to contribute grant funds to pay a portion of an APC if they have those funds available (but where the library redirects subscription funds to cover those APCs if authors do not have those funds available), has improved from the previous agreement year, but continues to include steps which may require the author to pause their post-acceptance processing (general publication processes continue behind the scenes and this rarely, if ever, delays publication of an article). More desirable would be a seamless workflow where the author sees the author to contribute under the multipayer model or not, chooses their preference, and moves along.
OVERALL ASSESSMENT AND COMMENTS This agreement expands and improves upon the previous year’s pilot agreement, now offering the OA publishing option to all UC authors (whereas the previous agreement only offered OA publishing to five of the ten UC campuses). Additional financial controls have been put in place to recognize the larger scale of this agreement which both protect the library, particularly if target outcomes for OA uptake and grant participation under the multipayer model (see below) are not met, and the publisher, if publication volume is high and the agreement is successful in transitioning a large portion of UC’s output to open access. We continue to target a larger, longer term deal in collaboration with the Statewide California Electronic Library Consortium (SCELC), now for 2024.

Like many other UC agreements, the agreement involves a particular mechanism for ensuring publishing costs are sustainable. It enables corresponding authors to publish an unlimited number of research articles immediately open access, through a particular workflow (referred to at UC as the “multi-payer model”). Under the agreement, all APCs are discounted by 15%, and the UC libraries will automatically pay the first $1,000 of the open access fee, or article processing charge (APC), for all UC authors from the five participating campuses who choose to publish in a Wiley journal. Authors are asked to pay the remainder if they have research funds available to do so. Authors who do not have research funds available can request full funding of the APC from the libraries, ensuring that lack of research funds does not present a barrier for UC authors who wish to publish open access in Wiley journals. Library payments under this model come from redirected subscription funds, and author payments count towards the total contractually agreed payment, thereby controlling costs to the University under the contract while creating a sustainable and inclusive path towards open access.
