No fixed OA publishing entitlements. Instead, the total cost, including library support for OA publishing, and author contributions from grants where available, must stay within a given range of the previous year’s total spend. If the plus publishing fees end up lower than 3% below the previous year’s spend, the library makes up the difference; if those fees would be higher than 4.87% above the previous year’s spend, the library payments to the publisher stop. |

OVERALL ASSESSMENT AND COMMENTS | This agreement is particularly important to the University of California community in that it creates significant opportunities for OA publishing particularly in the social sciences, a discipline where SAGE’s portfolio is strong but which has not historically had comparable opportunities for OA publishing as STM subject areas.
Like many other UC agreements, the agreement also involves a particular mechanism for ensuring publishing costs are sustainable. It enables corresponding authors to publish an unlimited number of research articles immediately open access, through a particular workflow (referred to at UC as the “multi-payer model”). Under the agreement, all APCs are discounted by 20% (15% in full OA journals), and the UC libraries will automatically pay the first $1,000 of the open access fee, or article processing charge (APC), for all UC authors who choose to publish in a SAGE journal. Authors are asked to pay the remainder if they have research funds available to do so. Authors who do not have research funds available can request full funding of the APC from the libraries, ensuring that lack of research funds does not present a barrier for UC authors who wish to publish open access in SAGE journals – this is particularly important for a portfolio like SAGE’s, which is strong in social sciences where authors often do not have significant research funds available. Library payments under this model come from redirected subscription funds, thereby controlling costs to the University under the contract while creating a sustainable and inclusive path towards open access. |
