RISK SHARING
How do entitlements for open access publishing correlate to the anticipated article output? Which mechanisms for risk sharing have been agreed in cases of exceeding or not reaching the number of OA publishing entitlements? |
Article entitlement for hybrid journals includes a buffer and is expected to cover 100% of the estimated publishing output. If the article entitlement is still exceeded in any year, the consortium may choose to cover APCs for additional articles at a discount of 20%.
Gold APC fund (amount allocated for fully OA journals) matched to cover 100% of the estimated publishing output. Unspent funds for gold OA articles may be transferred into the Gold APC fund for the following year. The allocation to the Gold APC fund may grow each contract year, in response to the cumulative APC value of articles in hybrid journals that have transitioned to fully OA journals. |

Comments on workflows | OA publishing in hybrid journals is not mandatory, but the publisher clearly states that there is an agreement in place for affiliated authors and that OA publishing is preferred. The opt-out rate (authors who choose not to publish OA) is low, 4-5%. |
OVERALL ASSESSMENT AND COMMENTS | The agreement replaces the previous agreement, which originally expired on 31 December 2022.
The total fee includes publishing rights and reading access. No cost increase compared to the previous Wiley agreement, where the total fee did not cover 100% of publishing output. Gold OA articles approved for funding at the point of submission make it challenging to monitor the fund and estimate whether it will cover the yearly output in fully OA journals or not. |
